Placer County's Health and Human Services partners with Probation and Law Enforcement to operate the Homeless Liaison Team (HLT), a team of professionals that provides outreach and resources to the homeless population while keeping the community safe.

It's divided by two groups, one serving Mid-Placer and the other serving South Placer, which includes Roseville, Rocklin, and Lincoln.

The Homeless Liaison Team:

  • Assists in facilitating coordinated entry screenings with 211, through which people are placed on a By Name List and prioritized for shelter and housing options
  • Provides basic needs such as ID vouchers, CalFresh & MediCal, clothing, hygiene items, and food
  • Conducts in-field screenings for mental health and substance abuse
  • Provides crisis intervention services

Pacific Educational Services (PES) provides educational workshops in such topics as alcohol and drug use, life skills, anger management, and theft.

Programs are court referred but the general public can take classes on a case-by-case basis if approved by the courts.

PES also offers substance abuse counseling where wellness, decision-making, planning, and relationships are addressed.

PES parenting classes, anger management programs, and domestic violence batterers intervention are tailored to the needs of participants and may last up to 52 weeks, per individual need.

PES class locations are in Auburn and Roseville.

Perinatal Substance Use Services provides substance use services for mothers and mothers-to-be who want a clean and sober life.

If you are pregnant, have children under 17, and/or are attempting to regain custody of children while trying to address your substance use, you may qualify for a variety of services and supports.

Pregnant/parenting substance users and pregnant/parenting IV drug users have referral/admission priority to both services and treatment.
