The Assistance Dog Special Allowance (ADSA )Program provides a monthly payment to eligible persons who use a guide, signal, or service dog to help them with their disability-related needs. The allowance is to help pay the costs of food, grooming, and health care for the dogs.

To be eligible for the ADSA program, you must meet all four of the following criteria:

1. Lives in California

2. Is blind, deaf, hard of hearing, or disabled

3. Uses the services of a trained guide, signal, or service dog

4. Receives benefits from one or more of these programs - 

  • SSI - Supplemental Security Income
  • SSP – State Supplementary Payment
  • IHSS – In-Home Supportive Services
  • SSDI – Social Security Disability Insurance(SSDI recipients must also meet federal poverty guidelines)
  • CAPI– Cash Assistance Program for Immigrants

The Blinded Veterans Association works to promote the welfare of blinded veterans so that, notwithstanding their disabilities, they may take their rightful place in the community and work with their fellow citizens toward the creation of a peaceful world.

BVA’s primary efforts include a National Field Service Program, advocacy before Congress and the Department of Veterans Affairs, scholarships for spouses and dependent children and grandchildren, and special initiatives such as Operation Peer Support/Project Gemini in which older veterans connect with those recently injured in Iraq and Afghanistan, including those from BVA’s sister organization in the United Kingdom.

CalABLE is a savings and investment plan offered by the state of California to individuals with disabilities.

Eligible individuals, family, friends and employers can contribute up to $15,000 a year without affecting the account beneficiary's public disability benefits. CalABLE account owners who work can contribute even more to their accounts. Earnings on qualified withdrawals from a CalABLE account are federal and California state tax-free.

Individuals with a disability that occurred before age 26 are eligible to open a CalABLE account.

  • If you meet this age of onset requirement, and receive benefits under SSI (Supplemental Security Income) and/or SSDI (Social Security Disability Insurance), you are automatically eligible to open a CalABLE account.

Medicare provides health insurance through Medicare for adults age 65 and older, and for individuals with disabilities or permanent kidney failure. Coverage includes hospital care, medical services, and prescription drugs.

Medicare consists of three parts:

  • Part A: Covers inpatient hospital care and some follow-up care
  • Part B: Covers doctor visits and other outpatient services
  • Part D: Offers a prescription drug benefit

Medicare also provides tools to locate Medicare providers and local Social Security offices.
