Pioneer Community Energy is a Community Choice Aggregator (CCA) that was formed in 2017. CCAs are not-for-profit public agencies that purchase electricity for residents and businesses in the community, leading to more competitive energy rates. Pioneer is one of 24 operational CCAs in California. CCAs work with investor-owned utilities (IOUs) like PG&E. PG&E maintains the physical infrastructure, delivers the power, and provides the billing service. 

Pioneer serves large areas of Placer and El Dorado counties and the Cities of Grass Valley and Nevada City in Nevada County.

Project GO, Inc. provides utility bill assistance through the Home Energy Assistance Program (HEAP) for income-eligible households in Placer and Nevada counties.

The program helps reduce heating and cooling costs with a once-per-year payment toward eligible utility bills.

Services include:

  • A one-time utility payment (available once every 12 months) for gas, electric, propane, or firewood
  • Financial help for current and/or past due bills, including 48-hour shut-off notices
  • Annual assistance amount of up to $1,000, based on household income and energy burden (amount subject to change)
  • Phone-based application process followed by mailed packet with instructions for submitting documentation

The Weatherization Assistance Program (WAP) provides free weatherization services and products to improve a home’s energy efficiency and reduce overall utility costs, including attic insulation, weather-stripping, caulking, minor home repairs, and related conservation measures (see below), as applicable within the program guidelines.

Products and services provided are based upon the evaluation of cost effectiveness and essential needs.

Weatherization services consist of a full assessment of all weatherization measures that Project GO, Inc. has to offer, including heating and cooling (HCS) services. 

Once accepted into the program, a thorough assessment of the residence is conducted, including carbon monoxide testing.

For income eligibility and further program information, please call 916-782-3443 between the hours of 9am and 4pm, Monday through Friday.

This Project GO program serves the entirety of both Nevada and Placer counties.

The Disability Disaster Access and Resources Program (DDAR) a joint effort with the California Foundation for Independent Living Centers (CFILC) and PG&E to support people with disabilities and older adults before, during, and after a PSPS event.

The program enables qualified customers who use electrical medical devices to access backup portable batteries through a grant, lease-to-own or the FreedomTech low-interest financial loan program.

Transportation resources, lodging and food options are also provided through an online application process to qualified customers. CFILC administers all aspects of the program.
