Homeless Prevention (ESG CV1)
The Emergency Solutions Grant CV1 program can provide funds for utilities and relocation to people who qualify. Applicant income must be no more than 50% AMI. AMI is Area Median Income. See info here: https://www.placer.ca.gov/DocumentCenter/View/36060/AMIUtilities and Relocation services only currently. No rental assistance.

Utilities
Can pay up to six months arrears and continue support for however long determined necessary by case management. Can be gas, electric, water/sewage (but no trash).

Relocation (if housed but being evicted and need to move)
  • Moving Costs – moving costs, such as truck rental or hiring a moving company, including certain temporary storage fees.
  • Rent Application Fees – application fee that is charged by the owner to all applicants.
  • Security Deposit – equal to no more than 2 months’ rent.
  • Last Month’s Rent – paid to the owner of housing at the time security deposit and first month’s rent are paid.
  • Utility Deposit – standard utility deposit required by the utility company for all customers (i.e. gas, electric, water/sewage).
To get started in this program applicants will need to provide the following if applicable. After receipt of these docs, VOA will move forward with program specific packets to be filled out. 
  • Statement of how your income was affected by COVID such as how income decreased as a result of contracting it, company decreased hours, children unable to go to school, etc.
  • Picture IDs for all adults in the household
  • Social Security Cards for everyone in the household plus birth certificates for the children (shot records or baptismal records, or similar, is acceptable to begin; must produce birth certificates before a second issuance of assistance)
  • Copy of Lease for your housing, late notice and W9 from landlord
  • Copy of utility bill  (must show amounts of each month owed, can be downloaded online on carriers website)
  • Copy of most recent bank statement(s) 3 months
  • Pay stub from last employer
  • Proof of Income for the last 30 - 90 days (ALL INCOME in the household, may include check stubs for employment, Unemployment Insurance Benefits, printout/statement of benefits for Worker’s Compensation, VA, SSA, SSD, SSI, TANF, court papers regarding child support, etc.)
  • If receiving food stamps, statement of amount of benefits (will not be counted as income)
  • Evidence to demonstrate that you will be able to pay your bills in the future (hours will resume, intent to hire letter, enrollment in job training/placement program, proof of participation in workforce within past 12 months, etc.)
